RUGMARK Inspectors go around the carpet factories within or near the Kathmandu Valley riding motorcycles. The factories are grouped and Inspectors are rotated in fortnightly basis from one group to another. For factories away from the Valley (scattered from Pokhara in the west to Jhapa or the eastern boarder), Inspectors use public transport. Their working hours start as early as 6 AM to 8 PM, working in flexible working hours. They inspect all types of carpet manufacturing work e.g. wool carding, spinning, dyeing, weaving, washing, trimming, etc. All the visits are surprise visits to be allowed unhindered by the factories, as per the Agreement. The frequency of visits depends on dependability and "performance" of the factories with regard to non-use of children. It could be as frequent as twice a month. A back up monitoring is carried out to crosscheck the Inspectors' work. RUGMARK signboards are put up in the factories to facilitate the inspection monitoring work. The signboards also make RUGMARK's workplace monitoring programme more visible and transparent, giving RUGMARK an additional credibility.
RUGMARK Inspectors occasionally, inspect factories other than the ones under RUGMARK Licence. This is to crosscheck whether the Licensees are placing order with suppliers not disclosed. Non-disclosure of all suppliers is another serious violation of RUGMARK criteria. |
