The main sources of income for Nepal RUGMARK is Label fees collected from Licensed exporters and importers collected through producing and marketing country foundations respectively. As Nepal RUGMARK is Labelling only a small fraction of the total export, it still receives donors' funds to meet the deficit. UNICEF/Nepal is the major donor at present.
When carpets are labelled with RUGMARK, exporters have to pay 0.25% of the invoice price. This fund is meant for coverage of inspection, certification, promotion and other administrative expenses. Importers pay 1 to 2% of the invoice price and the importing country Foundations/Offices send a major chunk of the contributions made by importers. This fund is meant for exclusive use in rehabilitation and other social programmes to prevent child labour in carpet factories.
