Certification of carpets with RUGMARK label so far is conditional for Licensees in carpet producing countries. They can only label their carpets produced under RUGMA RK's inspection and monitoring programme provided that their corresponding buyers are also licensed with RUGMARK in the marketing countries. This situation has resulted in a certification of small percentage of total export, and therefore insufficient fund collection. Actually, a large percentage of the export could have been RUGMARK certified (refer to "Achievement" for exact figures).
Licensees have to submit relevant information for the Labelling e.g. size of carpets, the factories of manufacture and copies of invoice. NRF verifies the information with its database and ensures that the carpets are eligible for certification. Field or other forms of verifications could be carried out. Individual Labels carry a code number with which a consumer can verify the authenticity of the Labels by contacting RUGMARK, which in turn refers to the database. Integrated computer software is in place for the database, issuance of Labels and preparation of reports. For the certification, exporters pay 0.25% and importers pay 1 to 2% of the export value, depending on the country of import.
